Gathering, consolidating and preparing material for processing.
Collection
Gathering and transferring post-consumer waste from homes, offices, businesses and other waste generation points.
Aggregation & Segregation
Consolidating recovered materials and separating them into material-specific fractions such as plastics, metals and paper.
Baling & Transportation
Compressing suitable recovered materials for efficient storage and transporting them between value chain facilities.
Sorting
Further separating recovered material into specific grades or categories according to predetermined criteria.
Processing
Preparing recovered material for transformation into reusable feedstock.
Grinding
Reducing plastic material into smaller fragments, particles or flakes through crushing or grinding.
Washing
Cleaning flakes with water and, where required, appropriate soap or detergent before further processing.
Agglomeration
Increasing the bulk density of recovered material to improve feeding into relevant plastic processing equipment.
Granulation / Pelletisation
Processing recyclable plastic into granules or pellets suitable for use as secondary raw material.
Conversion
Recycled pellets and other secondary raw materials are converted into new materials, packaging and products — returning recovered resources to productive use.

KEPRO is inviting licensed Waste Value Chain Actors to participate in its Extended Producer Responsibility implementation programme for the September–December 2026 contract period.
The programme supports recovery, aggregation, transportation and recycling of post-consumer packaging waste through transparent subsidy mechanisms, digital reporting and verified material traceability.
Who Can Apply?

Recyclers
Licensed recycling companies and operators processing eligible recovered materials into secondary raw materials or recycled products.
Incinerators
Licensed operators handling eligible material fractions under the applicable KEPRO engagement and compliance framework.
Aggregators
Licensed entities consolidating recovered materials from collectors and supplying contracted recyclers.
Transporters
Licensed transport providers supporting movement of eligible recovered materials between contracted value chain actors.
Waste Collectors
Individual collectors, CBOs, PSPs, agents and Buyback Centres participating through contracted aggregation channels.
Waste Value Chain Actors should apply under the category in which they will operate during the contract period. Role changes will only be considered upon justification and during contract renewal in 2027.

Recyclers
KEPRO will continue engaging recyclers under the current contracting structure, subject to the updated eligibility and documentation requirements.
Eligibility & Key Conditions
- Subsidies will be based on verified sales of secondary raw materials and/or finished recycled products.
- Subsidy rates will be adjusted relative to previous contracted volumes.
- Recyclers must demonstrate purchases from at least one KEPRO-contracted Aggregator.
- Failure to source eligible material from contracted Aggregators will result in ineligibility for subsidy on the affected material fraction.

Incinerators
KEPRO engagement with Incinerators applies to eligible Flexible Plastic Laminates received through contracted Aggregators.
Eligibility
- KEPRO will only engage Incinerators that have demonstrated receipt and incineration of Flexible Plastic Laminates from contracted Aggregators.
- A Destruction Certificate is required for payment of incineration charges.
Payment of eligible incineration charges is subject to provision of the required destruction evidence.

Aggregators
Aggregators consolidate materials from collectors and channel eligible recovered material to recyclers.
Applicable to Paper & Carton, Metals, Rigid Plastics and other approved categories identified under the programme framework.
Key Conditions
- Aggregators shall operate under an exclusive agreement with KEPRO for recovered and sold post-consumer packaging waste volumes.
- Subsidy volume caps will apply across actors within a specific material segment.
Record Keeping
- Database of all collectors supplying materials.
- Monthly summaries of volumes received by material sub-fraction.
- Supporting documentation for all transactions.

Transporters

Compensation may be provided through contracted Aggregators and/or Recyclers.

Eligible Material Categories
Waste Collectors
Collectors form the foundation of the recycling ecosystem and participate through KEPRO-contracted aggregation channels.
The cumulative minimum must be collected and sold to KEPRO-contracted Aggregators.

How the KEPRO Engagement Framework Works.
Contracted Waste Value Chain Actors operate within a structured framework designed to support transparent subsidy administration, verified material traceability and accountable reporting.
From eligible material transactions to reporting, verification and payment, each stage is supported by clear requirements.
Subsidy Structure
Subsidy support is linked to eligible post-consumer packaging waste moving through the contracted value chain.
Subsidies are paid per kilogram (kg) of eligible contracted material sub-fractions.
Applicable subsidy rates are based on verified transactions with the next actor in the vertical value chain.
Subsidies apply strictly to post-consumer packaging waste volumes.
Digital Reporting & Traceability
Material recovery and sales records form the traceability evidence used to support programme reporting and verification.
Material recovery and sales records must be captured in the KEPRO Waste Management System during the contract period.
Submit the monthly report by the 5th day of the following month.
KEPRO reviews submitted reports within 15 days and provides approval or feedback.
Verification & Compliance
Reported transactions and material movements remain subject to KEPRO verification and compliance monitoring.
Random verification exercises where required.
Operational checks across contracted actors.
Validation of reported value-chain transactions.
Assessment of material movement across the chain.
Invoice & Payment
Once reporting and verification requirements are satisfied, approved subsidy payments proceed through the programme's invoicing process.
Monthly report receives KEPRO approval following review and verification.
Invoice must be submitted within 10 days after report approval.
Payment is made within 30 days following approval and submission of a valid eTIMS-compliant invoice.
Eligible transactions must follow the vertical value chain.
Subsidy eligibility is linked to verified transactions between actors operating at successive stages of the recovery and recycling value chain.
