Building the circular economy Recovery. Recycling. Impact.
ABOUT THE PROGRAMME

Recovery & Recycling Requires an Entire Value Chain.

Effective waste management requires collaboration across the entire value chain. From producers and consumers to collectors, aggregators, transporters and recyclers, every actor has a role in ensuring valuable materials remain in productive use.

Through its Recovery & Recycling programme, KEPRO works to strengthen an inclusive and efficient ecosystem for the recovery of post-consumer packaging waste while supporting environmental protection, economic opportunity and social development.

The programme contributes to KEPRO's wider ambition of advancing Zero Waste and accelerating Kenya's transition towards a more sustainable Circular Economy.

THE CIRCULAR APPROACH From collection to conversion, every actor has a role in closing the loop.
HOW RECOVERY WORKS

From Waste Collection to New Products.

Recovery is not a single activity. Materials move through several interconnected stages before they can return to productive use.

KEPRO works across this value chain to strengthen recovery, traceability and recycling of post-consumer packaging waste.

THE RECOVERY JOURNEY Waste moves through recovery, processing and conversion before re-entering the economy as a usable resource.
PHASE 01

Recovery

Gathering, consolidating and preparing material for processing.

01

Collection

Gathering and transferring post-consumer waste from homes, offices, businesses and other waste generation points.

02

Aggregation & Segregation

Consolidating recovered materials and separating them into material-specific fractions such as plastics, metals and paper.

03

Baling & Transportation

Compressing suitable recovered materials for efficient storage and transporting them between value chain facilities.

04

Sorting

Further separating recovered material into specific grades or categories according to predetermined criteria.

PHASE 02

Processing

Preparing recovered material for transformation into reusable feedstock.

05

Grinding

Reducing plastic material into smaller fragments, particles or flakes through crushing or grinding.

06

Washing

Cleaning flakes with water and, where required, appropriate soap or detergent before further processing.

07

Agglomeration

Increasing the bulk density of recovered material to improve feeding into relevant plastic processing equipment.

08

Granulation / Pelletisation

Processing recyclable plastic into granules or pellets suitable for use as secondary raw material.

PHASE 03 CLOSING THE LOOP
09

Conversion

Recycled pellets and other secondary raw materials are converted into new materials, packaging and products — returning recovered resources to productive use.

GENERAL ENGAGEMENT FRAMEWORK

How the KEPRO Engagement Framework Works.

Contracted Waste Value Chain Actors operate within a structured framework designed to support transparent subsidy administration, verified material traceability and accountable reporting.

From eligible material transactions to reporting, verification and payment, each stage is supported by clear requirements.

01
STAGE 01

Subsidy Structure

Subsidy support is linked to eligible post-consumer packaging waste moving through the contracted value chain.

Subsidies are paid per kilogram (kg) of eligible contracted material sub-fractions.

Applicable subsidy rates are based on verified transactions with the next actor in the vertical value chain.

Subsidies apply strictly to post-consumer packaging waste volumes.

02
STAGE 02

Digital Reporting & Traceability

Material recovery and sales records form the traceability evidence used to support programme reporting and verification.

01 Capture Records

Material recovery and sales records must be captured in the KEPRO Waste Management System during the contract period.

02 Monthly Report

Submit the monthly report by the 5th day of the following month.

03 KEPRO Review

KEPRO reviews submitted reports within 15 days and provides approval or feedback.

03
STAGE 03

Verification & Compliance

Reported transactions and material movements remain subject to KEPRO verification and compliance monitoring.

Spot Checks

Random verification exercises where required.

Site Visits

Operational checks across contracted actors.

Transaction Verification

Validation of reported value-chain transactions.

Material Traceability

Assessment of material movement across the chain.

04
STAGE 04

Invoice & Payment

Once reporting and verification requirements are satisfied, approved subsidy payments proceed through the programme's invoicing process.

Approval Step 01

Monthly report receives KEPRO approval following review and verification.

10 Days Step 02

Invoice must be submitted within 10 days after report approval.

30 Days Step 03

Payment is made within 30 days following approval and submission of a valid eTIMS-compliant invoice.

PAYMENT IS SUBJECT TO Required verification and documentation

THE WORK AHEAD

Challenges We Must Solve Together.

Building an effective recovery and recycling ecosystem requires addressing practical barriers that affect participation, material quality, infrastructure and coordination.

KEPRO continues to engage Waste Value Chain Actors and other stakeholders to strengthen sustainable waste management across Kenya.

01
PARTICIPATION

Consumer Awareness & Participation

Gaps remain in educating the public about recycling practices and motivating consumers to actively participate in sustainable waste management.

Opportunity

Strengthen awareness, behaviour change and responsible participation.

02
MATERIAL QUALITY

Contamination & Non-Recyclables

Mixed and contaminated waste can disrupt recycling, while some multi-layer and multi-material fractions remain difficult to process within Kenya's current recycling infrastructure.

Opportunity

Improve segregation, material quality and recovery of recyclable fractions.

03
ACCESS & COVERAGE

Collection Infrastructure

Gaps in collection infrastructure, particularly in rural and underserved areas, can limit efficient and widespread recovery of recyclable materials.

Opportunity

Expand efficient and accessible collection networks.

04
COLLABORATION

Stakeholder Collaboration

Stronger coordination is still needed across waste management companies, local governments and other stakeholders within the recovery ecosystem.

Opportunity

Build stronger partnerships across the recycling value chain.

MOVING FORWARD Collaboration and innovation are central to accelerating Kenya's recycling ecosystem.

Addressing these challenges requires participation across the entire value chain — from consumers and collectors to recyclers, industry and government.
